BORRAGE Lane will remain open to through traffic, if Ripon City Council gets its way.
The controversial proposal was moved unanimously by the council’s planning panel on Monday, October 27 and has been forwarded to the county council, which has the final say on highway issues.
But while politicians say the move would benefit local drivers without affecting residents, those living on the road have called the idea “dangerous” and “unnecessary”.
Borrage Lane was opened to traffic on a temporary basis in May, while a new relief road was constructed linking Coltsgate Hill and North Street to Blossomgate and the west of Market Place development.
While Colin Jackson, head of highways at the county council, said his organisation was committed to re-closing the route as originally agreed, he stressed that the city council could get its wish by tabling a new proposal.
City Coun Peter Horton said keeping the road open would be of no detiment to residents.
"We have had no complaints about through traffic since the roads were opened," he added.
Vivien Schornagel, who lives at High Cleugh, said the move was dangerous because the road is too narrow, the one-way system is poorly observed and motorists frequently drive at up to 50mph.

THE new city centre link road between North Street and Blossomgate will be opened to traffic on Saturday (November 22), it has just been confirmed.
At the same time, all the traffic management and traffic diversions that were set up while the construction works took place will be removed and the road network will revert to the original arrangement.
It is anticipated that there may be some delays to traffic while the changes are put in place but every effort will be made to ensure they are kept to a minimum, says North Yorkshire County Council.
Following the opening of the new access road, traffic flows around Ripon will be assessed over a couple of months to see how the new arrangements are working. The council will then consider if further changes should be made in consultation with the public.

My comments on the new traffic arrangements are as follows:
1 I do not think it was necessary to put full traffic lights at the
junction of Coltsgate Hill and North Street. The previous arrangement, with
a pedestrian crossing controlled by traffic lights, worked well. The new
arrangement unnecessarily delays traffic, and will be costly. I don't know when this decision was made - a few days before the change Councillor
Bernard Bateman told me that he understood there would be pedestrian lights only.
2 I am not convinced (and I notice that Ripon City Council also queried
this) that there has to be a one-way section of Coltsgate Hill. HGVs could,
however, be banned from the section which is now one-way, since there are
now reasonable alternatives. Making all vehicles from North Street to
College Road go a long way round is wasteful of fuel and will add to
congestion on Blossomgate (see point 3 below).
3 Blossomgate has always been difficult for pedestrians and traffic, a narrow road with narrow pavements. The new arrangement has worsened this,
putting more traffic on to this road and creating a new sharp bend just
north of the junction with the link road. The result is that cars now mount
the pavement even more regularly than they did before.

I have noticed small signs on lampposts in North Street, Ripon, saying that
N Yorkshire County Council proposes to impose a speed limit of 20mph on several roads, including the
new link road nearby. This notification will have been seen by very few
people, and certainly not by motorists, who are most affected. As both a
motorist and pedestrian living in the area, I do not believe this proposal
is necessary, and I think the method of "publicising" it is quite
inadequate.
On 11 December I raised my concern about this with N Yorkshire CC. I have had no response - and the fear is that they will go ahead, claiming that "no-one objected".

in your previous notes you say there are many roads you have named two thats not many , and i cant see cars having to mount the pavement to pass each other on studly road can you ?, think again.... |
